SWAT CTU Ops - Explosives Awareness & Mitigation Workshop (Security Solutions International - SSI TRAINING COURSE)

Workshop Objectives:During this workshop participants will learn: 1. Past CT operations from around the world in order to understand the differences between CT work and SWAT operations 2. Techniques for responding to terrorists in fortified structures. 3. Techniques for "secure search" clearing of rooms 4. Techniques for interdicting terrorists in vehicles and on foot 5. Impact of IED's on Hostage rescue operations 6. Bus assaults involving terrorists armed with IED's 7. Conduct of raids against terrorists in schools, hotels and apartments 8. Integration of: snipers, rapellers, ladder teams, bomb techs/ EOD, K-9 and medical support to operations
Course Enabling Learning Objectives:
Without the aid of references, students will be capable of responding to a range of terrorism incidents utilizing appropriate techniques.
A. Study actions of the Yamam, the US Marine Anti-Terror unit, and other CT units' (one hour lecture). 1. Discuss Madrid bombing suspects in apartment and Spanish Police CTU action 2. Discuss Taibe incident in Israel learning about the YAMAM 3. Learn about several smaller incidents (recent shooting of terrorist in Dimona by Negev border control incident)
B. Techniques for responding to terrorists in a fortified structure 1. Demonstrate closing techniques on the target location that isolate the structure and prevent the egress of target suspects, or the ingress of outsiders (innocent civilians, potential sympathizers, etc). 2. Develop control measures that provide positive control of the assault force, provide complete coverage of the target location, and minimizes the potential for fratricide. 3. Describe methods of increasing pressure (based on rules of engagement/force continuum) to induce the surrender of suspects.
C. Techniques for room clearing 1. Describe "secure" methods of searching 2. Demonstrate 4-man tactics/movement 3. Securing and searching a room in a terrorist safe have in a deliberate manner with safety to the team of the highest concern. 4. Entries into rooms are accomplished only after clearing as much of the room as possible from the outside. 5 Gaining as much as possible from outside the rooms using various techniques including new uses of ladders, rappelling and more.
Note: For some SWAT teams, some of the techniques will seem inapplicable based on previous experience handling criminal incidents. It is important to remember the context of the module: clearing a building harboring terrorists armed with assault weapons and explosive devices who are deliberately attempting to ambush SWAT team members without expectation of personal escape.
D. Interdiction of terrorists on foot and in vehicles Differentiate between encounters with known terrorist bombers and encounters with lesser degrees of certainty.
1. Demonstrate techniques for controlling a potential bomber. 2. Demonstrate techniques for apprehending a suspect from unmarked vehicles.
E. Impact of IED's on Hostage Rescue and clearing operations 1. Learn about the different type of booby traps 2. Working with intelligence to formulate the assault plan 2. Entry - using the Bomb tech as the lead of the team 3. Practicing the tactics for encounter with bomb laden terrorists 4. Discuss the impact IEDs have on assaulting a fortification. 5. Demonstrate techniques for negotiating IEDs 6. Identify common types of IEDs that may be encountered. 7. Demonstrate Positioning options for Bomb Techs in assault element
F. Advanced Hostage Rescue- Bus Assaults 1. Demonstrate the techniques used by the ladder teams. 2. Demonstrate the techniques of the entry team. 3. Demonstrate mobile assault options.
G. Conducting Raids where there may be terrorists 1. Demonstrate the techniques used by the ladder team. 2. Demonstrate the techniques of the entry team. 3. Demonstrate mobile assault options. 4. Demonstrate other options

Military Pre-Deployment Training
All the military pre-deployment programs are also recommended for law enforcement that are deploying new equipment (or tactics) such as tactical rifles or night vision: each of these modules are taught by hand selected instructors that are veterans of US military Special Operations units and USMC Special Operations Capable units with recent Iraq or Afghanistan experience.
Tactical Rifle (TCRF301)
2 day min 5 or 10 day preferred. Tactical employment of M-4/ M-16 rifles. This can be presented identically to service specific pre-deployment training LOIs or as custom designed courses to meet the users mission specific needs. This course can accommodate any optics (and PEQs) preferred by the client and involves day and night fire.
Combat Pistol (CBPI302)
2 day min, 5 day preferred. This module provides immersion in the fundamentals of efficient pistol employment. This module can be tailored to the users needs whether concealed carry, backup for transitions or any mission specific requirement.
Personal Security Detail (PSD303)
This training can be tailored for an overt detail in a high threat environment such as a battalion commander's protective detail for an Iraq/Afghanistan deployment. This training can also be tailored for a low profile detail operating in civilian attire in a more restrictive environment. This module encompasses: planning, tactics, weapons employment, and vehicle operations. This course is taught by a cadre with voluminous PSD experience working at the highest level of US governmental security operations.
Tactical Convoy Operations (TCCO304)
5 or 10 days- this course is tailored to the clients vehicles, whether M1114s or SUVs. This module enables a unit to build and execute unit level SOPs consistent with theater requirements. Whether a logistics convoy or an infantry unit operating from vehicles this module is tailored to the clients needs and designed to build a foundation for transformation from simply driving vehicles to a dynamic capability for combat operations and enhanced survivability.
Combat Life Saver/ Tactical Combat Casualty Care (CLFS305)
This course can be included as a module in other packages or delivered as a stand alone program (up to 5 days in duration) to replicate DoD predeployment training programs. This course is taught by a cadre with active service TCCC instructional experience and recent Iraq/Afghanistan operational experience.
Machine Gun (MGUN306)
Deploying units require a far larger number of their members to be competent at the operation of machineguns than Army and Marine Corps Tables of Organization provide. This course can be delivered (minimum two days) in a five day format to develop a strong foundation for safe and effective operation of the M249, M240, M60, M2 and Mk19 weapon systems.
Surveillance Detection (SUDT307)
This module may be incorporated in other modules or delivered as a one day stand alone program tailored to the clients mission and theater of operations. This course is taught by an instructor cadre with voluminous HUMINT experience and recent Iraq/Afghanistan experience.
Anti-Terrorism Force Protection (ATFP308)
5-10 days in duration. This module allows a unit to develop and conduct effective anti-terrorism security operations. This course covers: guard force duties and SOPs, command post operations, maintenance and employment of a Quick Reaction Force, employment of Designated Marksmen and "Guardian Angels", operation of Entry Control Points and Vehicle Checkpoints and other related skill sets. This package is delivered by a cadre that participated in the development of the USMC Anti-Terrorism Battalion SOPs and experience at high level US government security operations.
Escaping Captivity (ECAP309)
2 days in duration. This course can stand alone or supplement an individual's SERE school training. Subjects covered include: avoiding capture, planning and executing escape, escaping from handcuffs and escaping from ropes/cords.

Inside the Mind (IMIN202)
The ultimate training to detect, prevent and respond to acts of terror. To combat terrorism, you must be able to see yourself as terrorists see you. To accomplish this, you must work inside the mind of terrorists. This program, based on classroom and tactical training as well as full scale exercises accomplishes this for Terrorism early watch groups, Anti-Terrorism personnel, Homeland Security personnel, SWAT teams and Intelligence units of all kinds.
SMART School (SMSC203)
This program is a half-day classroom and half-day shooting range for three full days. The mornings cover the definition of the threat, detection, prevention, CPTED and response modes for an active shooter or terror incident. In the afternoon, qualified personnel are instructed in very fast and efficient shooting techniques that go way beyond common point shooting. Based on techniques practiced by Special Ops units in Israel, in response to incidents of terror in public places, this will cover Physical, mental and correct muscle movement for accurate fast shooting; Moving through crowds and shooting; Stopping quickly and shooting; Shooting accurately from behind barriers and Krav Maga techniques to disarm shooters.
High Risk Terrorist Arrest Operations (HRTA204)
This course of training provides the skills and techniques crucial in the arrest of politically and religiously motivated terrorists. It builds on existing criminal high risk warrant service techniques while adding those aspects required in dealing with terrorist threats. Building Safety & Security Engineering (BSSE102)
During this course participants will learn how to understand the threats and risks to buildings, facilities and the people within them and to gain an appreciation of the techniques and solutions for physical protection.
The use of architecture, engineering, people and technology to deter attacks on buildings, critical infrastructure and public areas, or to mitigate the effects of an attack successfully carried out, will help students understand risk and threat analysis methodologies and the benefits of an empirical study of the physical security of a facility.

Protecting Aviation(PRAV103)
During this course participants will learn the nature and security problems related to general aviation. Since the terror attacks of 9/11, potential threats for flight crews in related environments have been part of corporate aviation's security plan.
From hijackings to deterrence -
preparing for threatening events, criminal or terrorist, requires actions to preventive security and reactive survival.
To Asses the vulnerability in our Aviation System, participants need to recognize Global Terrorism, how this criminal organizations operate, how they think and what strategies are they using.
Operational Response to Mass Casualty Incidents (ORMAC104)
All participants will understand and recognize the fundamentals of mass casualty situations in public health emergencies and define the significance of medical treatment during mass casualty situations. Evaluation of current data to produce up-to-date emergency programs and procedures, as well as learn the difference between chemical, biological and radiological terrorism. Finally, identify the steps to prepare for crisis communication in the hospital setting.
Mass casualty situations: definition and guidelines, interagency relations. Hospital and mass casualty: step-by-step organization. Importance of communications and the information center, including mental health in mass casualty situations.
Suicide Terror & the Threat of Explosives (STEX105)
During this course participants will learn
the tenets of Islam applied to the modern world and how terror organizations were founded on religious fundamentalism.
Technical aspects of a typical bomb construction will include firing mechanisms, booby traps and the hiding places for these, and the use of every day objects as bombs.
Detailed explanation on explosives and improvised materials that Suicide bombers uses as car bombs.
Standard event management procedures, from finding and identifying suspects, to recognizing signs that arouse suspicion.
Crisis and pressure situation management will include preparing for emergencies and crowd control in pressure situations following an event, as well as decision-making processes in crisis situations.
Jihad 2.0 - From Virtual to Physical (JHVP106)
The workshop deals with the Jihadi threat from a wide angle previously unexposed to first responders - treating the threat as a process with a foreseeable lifecycle, rather than an incident. This foreseeable lifecycle can be broken down into a set of techno-intelligence signatures - signs, indications and traces foretelling a future terror incident that is about to take place.
The "Jihad 2.0 - from virtual to physical" workshop is about knowing your enemy, the first step towards "connecting the dots" and ultimately - saving lives. It highlights the need to be alert to all stages of the Jihadi threat lifecycle, at all levels, utilizing a wide variety of information sources fused into a complete threat analysis. It is therefore highly relevant to all members of the counter-terrorism community who wish to acquire, and effectively apply, the innovative counter-measures that are required in order to win the war on terror.

During this course participants will learn:
Learn the official self-defense system of the Israeli Defense Forces that was created for both men and women to learn how to effectively handle danger - first mentally - and then physically using the natural motion of the body to create a brutal and effective advance. Whether the aggressor is armed with either a knife or a weapon, you will learn to effectively deal with this. Even if there are many attackers or are attacked from behind, KRAV MAGA teaches you that when you can not avoid the aggression, (this is also a part of the system - avoidance) you must succeed in gaining time to flee or overcome your attacker.
